세계교회협의회(WCC) 10차 총회 맞이
한국 성소수자와 이들을 지지하는 해외 협력자들의 선언문
Declaration of Sexual Minorities in South Korea and Supportive
Overseas partners with their allies in celebration of
the World Council of Churches 10thAssembly
우리는 모든 사람이 하나님의 형상대로 지음 받은 존엄한 존재임을 고백하며, 이에는 각자의 성적지향과 성별정체성도 예외가 아님을 믿음으로 고백한다.
We confess the dignity of every person created in the image of God, and we also confess with faith that the sexual orientation and gender identity & expression of each individual is a part of creation.
그러나 오늘날 한국 사회에는 성적지향과 성별정체성으로 인해 폭력, 괴롭힘, 차별, 배제, 낙인, 편견 등이 빈번하게 일어나고 있으며, 이러한 성소수자 혐오행위가 소중한 생명과 평화를 파괴하고 있다는 호소를 오늘 우리가 함께 모인 자리에서 확인하였다.
However, violence, abuse, discrimination, exclusion, stigma, and prejudice about sexual orientation and gender identity & expression occur frequently in our everyday lives. We confirmed in our gathering that the bigotry against sexual minorities is destroying precious lives and peace in our world.
특히, 종교의 이름으로 자행되는 성소수자에 대한 폭력적인 혐오는 기독교가 오랜 전통으로 외쳐온 ‘이웃사랑’과 전면적으로 배치되는 것임을 다시금 새기며, 한국사회에 이러한 사회적 폭력이 되풀이 되지 않도록 서로 연대하며 함께 기도하는 우리는 다음과 같이 선언한다. 여기에 모인 우리는 앞으로 한국 교회가 LGBTQIA의 목소리를 경청하고 안전한 공간을 마련하기 위한 다양한 교육과 이야기마당을 마련하고 각 교단의 정책결정(policy-making)에 적극적으로 의견을 개진하기를 요청하는 바이다.
Especially, we underscore once again that the violent bigotry against sexual minorities in the name of Christianity fully contradicts the Christian mandate to ‘love thy neighbor.’ We declare as follows as we unite and pray together so that this social abuse cease in the Korean society. As we gather here, we request all Korean Churches to reach out and listen to the LGBTQIA community as well as to provide various opportunities for education and discussion with LGBTQIA peoples so that there is active input in the policy-making of every Christian denomination.
1. 한국 정부에게.
1. To the Korean Government
1) 성적지향이나 성별정체성을 이유로 평등권이 침해 받지 않도록 차별은 금지되어야 함을 천명하고 이를 위한 구체적인 조치인 차별금지를 법제화 하여야 한다.
1) We strongly state that any type of discrimination against sexual orientation and gender identity & expression must be prohibited so that equal rights are never violated. For this to be implemented, we urge that a non-discriminatory act be institutionalized.
2) 성직지향이나 성별정체성과 관련된 편견이나 차별을 없애고 각 학교 및 공공기관 등에서 다양한 교육 프로그램을 마련하고 정기적인 교육을 실시할 수 있도록 국가 정책에 반영하고 특별히 청소년 성소수자를 위한 안전한 학교 공간을 마련하기 위해 조처하여야 한다.
2) We state that education programs be made suitable for Korea. These programs should be included in government policies by being regularly presented from every school and public institution for the sake of eliminating any type of bigotry and discrimination regarding sexual orientation and gender identity & expression. There should especially be special measures to be made in order to create safe schools for LGBTQIA teenagers in Korea.
3) 군형법 제92조의 6 등 동성 간 상호 합의된 성행위를 금지하거나, 이를 금지하기 위해 존재하는 법적 조항을 폐기하고 동성이나 이성에 차등 없이 동일하게 적용되도록 조처하여야 한다.
3) We state that every legal article including Article 92-6 of the Military Criminal Act that prohibits or stipulates a ban on consensual same-sex sexual acts should be abolished. Therefore, all legislation should apply equally among homosexuals as well as heterosexuals without any difference.
2. 한국 교회에게.
2. To the Korean Churches
1) 성적지향이나 성별정체성은 각자에게 주신 하나님의 특별한 선물임을 기억하며 성서나 교리를 바탕으로 이 고유의 선물을 부정하고 죄악시하는 혐오를 멈추어야 한다.
1) We should remember that sexual orientation and gender identity & expression should be regarded as a precious gift given from God. For this reason, bigotry that neglects sexual orientation and gender identity & expression as a unique gift or considers it as sin in the name of the Bible or doctrine must stop.
2) 각 교단이나 교회, 기독교 단체에 맞는 제도와 교육프로그램을 마련하여 성서를 혐오를 정당화시키는 도구로 전락시키는 행위를 멈추어야 한다.
2) We state that policies and education programs should be drafted which suit each denomination, church or organization so that all action that uses the Bible as the means for justifying bigotry must stop.
3) 각 교회 공동체에 속한 성소수자를 편견 없이 맞이하고, 주님의 몸된 교회가 안전한 공간이 될 수 있도록 이에 맞는 조처를 취하여야하며 치유라는 미명하에 자행되는 정서적 물리적 폭력행위를 중단해야 한다.
3) We state that every Christian community must accept sexual minorities and take action so that God’s bodily church can be a safe haven for them. Moreover, all emotional, physical abuse that is committed under the guise of healing and therapy should stop immediately.
4) 성소수자에 대한 안수, 직분, 신학 교육 등에 있어서 차별이 있어서는 안되며, 교회 공동체를 통해 사랑의 서약을 하고자 하는 연인들이 축복을 받을 수 있는 권리에 있어서 제한이 없어야 한다.
4) We state that there should be no discrimination against sexual minorities in church positions, the laying on of hands and theological education. Moreover, there should be no limits on the right to receive blessings when it comes to same-sex couples who want to exchange their vows of love in the church community.
3. 한국 시민들에게.
3. To every Korean citizen
1) 성소수자 혐오를 위해 하나님의 이름을 일컫는 모든 행위에 우리는 강력히 반대한다.
1) We protest against all action done in the name of God that leads to bigotry against sexual minorities.
2) 전통과 관습이라는 이름으로 사회 곳곳에 만연해 있는 성소수자 혐오는 사회적인 편견이요, 폭력이므로 이를 즉각 중단하기를 촉구한다.
2) Since the prevailing bigotry against sexual minorities in our society done in the name of tradition and custom is social prejudice and violence, we firmly demand this to stop.
우리는 한국 뿐 아니라 세계 곳곳에 성적지향과 성별정체성으로 인해 억압당하는 우리의 자매, 형제들이 있음을 기억하며 WCC 10차 총회를 맞아 마련된 오늘 모임을 통해 한국의 성소수자를 직접 만나 그 증언을 들은 우리 모두는 한국의 성소수자들의 호소에 공감하였다. 이에 참가자 일동은 한국 사회, 한국 교회, 그리고 한국 시민들이 성소수자들에게 안전한 공간을 만들도록 촉구하는 한국의 성소수자들의 모든 활동과 노력을 지지하며 연대와 뜨거운 기도를 이어나갈 것이다.
We recognize our brothers and sisters not only in South Korea, but also all over the world, being oppressed because of their sexual orientation and gender identity & expression. Through our gathering today in celebration of the WCC 10th Assembly, we have met the Korean sexual minorities and have heard their testimonies. Therefore, all the participants of the LGBTQ Christians gathering support all the action and effort that the Korean sexual minorities are doing and their urging of Korean society, Korean churches and every Korean citizen to create a safe haven for sexual minorities. And we will continue our support in solidarity and passionate prayers.
생명의 하나님, 우리를 정의와 평화로 이끄소서!
