STATEMENT OF DEMANDS BY ICAAP COMMUNITY REPRESENTATIVES AND

ACTIVISTS ON UNACCEPTABLE POLICE VIOLENCE AT ICAAP

ICAAP(아시아태평양 에이즈대회)에서 벌어진 경찰 폭력에 대한 ICAAP 커뮤니티

대표 및 활동가의 요구안 및 성명서

We are appalled at the failure of the AIDS Society of Asia and the Pacific, the

Local Organizing Committee and the UN in predicting, preventing and effectively

intervening in the violence that took place on the 27th of August 2011. We note that

the UN has yet to make any public statement about the police violence on the first

day of ICAAP.

우리는 아시아태평양에이즈학회(AIDS Society of Asia and the Pacific, ASAP),

조직위원회(the Local Organizing Committee), 그리고 UN이 2011년 8월 27일에

발생한 경찰 폭력을 미리 예측하고 예방하고 효과적으로 개입하지 못한 데에

대해 충격을 금할 수 없다. 우리는 ICAAP 첫째 날에 일어난 경찰 폭력에 관해 UN이

아직도 어떠한 공식 성명서도 내놓지 않았다는 점에 주목하지 않을 수 없다.

While there have been apologies and assurances regarding the safety and security

of South Korean participants of ICAAP, reports continue to circulate of potential

civil and criminal action including charges for alleged damages to the Bexco and

PCO. In the case of at least one person, the criminal case seems to still be pending

and there is no assurance by the police to this person that the case will be dropped.

The fact that meetings with the Busan police and Bexco security were held without

us, despite the commitment to do so has made us question the commitment and

sincerity of the Conference organizers in responding to the police violence.

그 동안 이에 대한 사과와 ICAAP 한국 참가자들의 안전과 보호에 대한

보증이 있었다. 그러나 전해지는 이야기에 따르면 벡스코 빌딩과 ㈜

메씨인터네셔날(국제회의기획사)는 손해배상 청구를 운운하는 등 민 형사 상의

조치가 있을 수도 있다는 말들이 오고 가고 있다. 적어도 한 활동가에 대하여

여전히 형사 사건이 진행되고 있으며, 아직도 이 활동가는 사건을 취하하겠다는

이야기를 경찰로부터 듣지 못하였다. 조직위는 활동가와 함께 부산 경찰과 벡스코

경비와 만나겠다고 약속했지만 정작 회의는 활동가를 배제한 채 이루어졌다.

이러한 일들에서 우리는 대회 조직위가 과연 경찰 폭력에 대한 대응에서 책임감과

진정성을 가지고 있는지 의문을 표할 수밖에 없다.

Given these actions, we cannot help but view the assurances given so far as a

stalling tactic and that Korean activists may face harassment and police action once

international delegates have left ICAAP.

이러한 정황들로 볼 때 우리는 조직위의 약속이 단지 시간을 끌기 위한 책략일

뿐이며, 국제 활동가들이 ICAAP을 떠나고 나면 한국인 활동가들이 경찰의 조치와

괴롭힘에 직면할 수 있을 것이라고 볼 수밖에 없다.

We have here five demands for the organisers to address the grievous consequences

of their failure to predict, prevent and intervene effectively in the violence.

이에 우리는 조직위가 이번 폭력사태를 예측하고, 예방하고, 효과적으로 개입하지

못하고, 결국 초래된 이 안타까운 결과를 책임지도록 아래의 다섯 가지 요구 사항을

제시한다.

1. Assurance that the security, the police, Bexco and ICAAP organisers will

be made to destroy all the photos and footage including CCTV footage and

identifying personal information like social security numbers and addresses

that they have collected and a direction to them to maintain confidentiality

under all circumstances.

1. 경호팀, 경찰, 벡스코와 ICAAP 조직위는 CCTV 장면을 포함한 모든 사진과

촬영 장면, 그리고 현재 수집된 주민등록번호와 주소 등의 식별 가능한 개인 정보

등을 삭제할 것을 보장할 것. 그리고 이들이 어떤 경우에도 이러한 정보의 비밀을

보장하도록 지시할 것.

2. A direction shall be given to the police to cease and desist from all threats of

civil and criminal actions against individual activists and using the said threat

as an excuse, knowingly or unknowingly, to disclose the marginalized status

of individuals.

2. 경찰이 개인 활동가에 대한 모든 민 형사 상 조치 위협을 정지하고 중단하도록

지시할 것. 그리고 경찰이 사전에 인지하든 그렇지 않든, 이런 위협을 구실로

활동가 개인의 소수자 정체성을 드러내지 못하도록 지시할 것.

3. In the absence of any anti-discrimination law, an assurance that none of the

participants of ICAAP will be discriminated against or harassed by the police

or Bexco or any other authority.

차별금지법이 없는 상황이기 때문에, ICAAP 참가자 중 누구도 경찰, 벡스코, 혹은

누구로부터 차별 받거나 괴롭힘을 받지 않을 것임을 보장할 것.

4. An independent investigation such as by the National Human Rights

Commission into the persons within Bexco security and the police who are

responsible for the incidents of violence and human rights violations and

under what authority or whose directions the actions were taken.

이번 폭력 및 인권 침해 사건에 있어 책임 있는 사람이 누구인지, 어떤 권한 아래

누구의 지시에 따라 이루어졌는지에 관해 국가인권위원회 등이 벡스코 경비와

경찰에 대해 독립적인 조사를 실시할 것.

5. Ensure the safety and personal security of all participants of ICAAP during

and after ICAAP.

ICAAP 대회 기간 중, 그리고 그 이후에도 ICAAP의 모든 참가자들의 안전 및 개인적

보호를 보장할 것

We call on Myung-Hwan Cho, Chair ICAAP10 LOC, Zahid Hussein, President of ASAP

and representatives of the UN and Global Fund to come forward right now, in this

room and assure us that they will pursue these five specific demands with all their

energy and provide their personal guarantees of the personal safety and security of

our South Korean friends and colleagues.

우리는 제 10회 ICAAP 대회 의장 조명환과 ASAP 회장 Zahid Hussein, 그리고

유엔과 글로벌 펀드의 대표들에게 요구한다. 지금 당장 여기 이 방에서 이 앞에

나와, 이 5가지 요구 사항을 이행하기 위해 모든 에너지를 투여하겠음을 약속할

것을 요구한다. 그리고 각자 개인적으로 우리의 한국 친구 및 동료들의 개인적

안전과 보호를 약속할 것을 요구한다.
