[논평] 평창올림픽 개막에 부쳐- 우리는 모두를 위한 스포츠를 원한다.
평창올림픽이 개막한다. 우리는 누구도 차별받거나 배제당하지 않는 스포츠를 원한다.
올림픽이 국가 대결의 정치선전 장이자 대기업 자본 축제로 변질되었다는 말은 더이상 새롭지 않다. 삼수 끝에 얻은 평창올림픽 역시 우려와 비판이 크다.
평창 올림픽의 상흔은 크게 두드러졌다. 투기장으로 부상한 올림픽 개최지와 올림픽 예산은 국정농단에 놀아났다. 비리와 비정규직/노동자 차별로 심판받아야할 기업들은 올림픽 스폰서를 일임하며 이미지 세탁에 급급하다. 가리왕산 원시림은 알파인 스키장 건설 명목 아래 뿌리째 뽑혔다. 개막을 앞둔 최근에는 남북 평화올림픽가도 아래 여자아이스하키팀의 남북단일팀 구성을 하달 받다시피 했고, 쇼트트랙선수 폭행 은폐가 불거지기까지 했다. 철저한 자본과 국가주의 스펙터클 연출로 설명할 수밖에 없을 이번 올림픽은 반환경 투기의 정치선전장, 안일한 행정 속에 선수들을 국가이벤트의 명목 아래 희생시키는 행사로 얼룩지고 있다.
한편으로 올림픽은 정상성 이데올로기가 다시 한 번 작동하는 자리이기도 하다. 성별이분법의 규범은 선수의 성별여부를 가십과 논란대상으로 전락시키고, 경기 참여의 기준을 가른다. 선수들의 ‘건강한 몸’이 국가주의에 연결됨에 따라 보편적 복지는 승자중심의 순위게임 뒤로 미뤄지고, 선수 개개인의 훈련과 노고가 성공신화와 극복서사로 착색된다. 그 속에서 폭력과 배제는 쉽게 용인되고 은폐된다.
물어보자. 누구를 위한 올림픽이고, 누구를 위한 스포츠인가. 한국의 성소수자 역시 올림픽 개최를 반길수만은 없다. 지난해 동대문구 체육관과 시설관리공단은 퀴어여성네트워크가 주최하는 <퀴어여성 생활체육대회> 행사 대관을 불허했다. 장소측은 내부수리를 핑계 댔지만 여성 성소수자의 체육대회가 미풍양속에 어긋난다는 속내를 굳이 숨기지도 않았다. 생활체육의 저변부터 이럴진대, 이번 올림픽을 ‘평화올림픽’, ‘인권올림픽’으로 부르고 기억할 수 있을까.
흔히 올림픽을 ‘평화의 제전’이라 부른다. 행사기간동안 전쟁도 임시휴전할 만큼 세계적 관심과 영향력이 크다는 말일 것이다. 하지만 올림픽을 준비하기 전부터 행사를 진행하는 순간까지 올림픽을 위해 배제되고, 올림픽에 의해 검열되고 탈락되며 삭제당하는 존재들이 있다. IOC헌장의 올림픽 이념 기본 원칙은 '올림픽 헌장에 명시된 권리 및 자유는 인종, 피부색, 성별, 성적지향성, 언어, 종교, 정치적 또는 기타 의견, 민족 또는 사회적 출신, 재산, 출생 또는 기타 신분 등 어떠한 종류의 차별 없이 향유할 수 있도록 보장되어야 한다'고 규정한다. 하지만 오늘의 올림픽정신은 모두의 참여가 아니라, 검열과 배제, 폭력과 차별 위에 제 모습을 지탱하고 있지 않은가.
우리는 올림픽은 물론 여타 스포츠게임과 생활체육에 이르기까지 누구도 차별받고 배지되지 않는 스포츠를 원한다. 스포츠행사를 명목으로 파괴와 폭력이 자행되는 것을 반대하며 누구나 평등하게 즐길 수 있는 스포츠를 원한다. 인권은 스포츠와 동떨어져있지 않다. 이번 올림픽을 통해 평등의 스포츠 정신을, 인권의 보편적 가치를 다시금 되새길 수 있기를 바란다.

[Commentary] To the Pyeongchang 2018 Olympic Winter Games, We Want Sports for All.
Pyeongchang 2018 Olympic Winter Games has dawned on us. And we want sports that will neither discriminate nor exclude.
It is not news that the Olympic games has become an arena for displaying participating nations’ political muscles, funded by multi-national conglomerates. Like its predecessors, the long awaited Pyeongchang Olympic Games is not without worries and criticisms.
The Pyeongchang Olympic Games has left flagrant scars since its conception. The culprits who monopolized governmental affairs in the previous years took advantage of the opportunity, turning the host city into a site for real estate venture investments and ransacking the budget for the games. The conglomerates plagued with corruption, labor discrimination, and endless outsourcing are evading public scrutiny by hastily laundering themselves as earnest sponsors of the games. Mt. Gariwang’s primeval forest was uprooted to build the alpine ski course. Just weeks before the commencement, the South Korean women’s ice hockey team were notified of a new roster, in an effort to create a combined women’s ice hockey team between the South and the North in vain hopes for peace. The news of attempts to cover up an assault case in the short track speed skating team also broke out. This Olympic Games can only be described as a blockbuster carefully produced by the triad of nationalistic propaganda, capitalistic exploitation, and poor administrative execution. And all that pertains to the games have come at the sacrifice of environmental treasure and the expense of athletes.
On the other hand, the Olympics is a reenactment of the ideology of normalcy. To compete, one must fit either of the two genders, regulated by the IOC. Furthermore, this regulation of the gender binary brews gossip and controversies out of athletes’ sex and gender. By linking the athletes’ ‘healthy physique’ to nationalistic ideals, universal welfare is neglected over the collective winner-takes-all mindset. This mindset erases the athletes’ individuality, effort, and struggles and miscolors their stories to fit the cookie cutter hero’s arc of overcoming struggles and achieving success. In such broad stroke heroization, instances of violence and exclusion are tolerated and obscured.
Let’s ask ourselves this: who does the Olympic Games serve? And in large, who does the world of sports serve? The sexual minorities in South Korea cannot be so welcoming of the games this year. Last year, Dongdaemun-gu, a district of Seoul, disallowed renting of its gymnasium for <Queer Women Track and Field Day>, hosted by Queer Women Korea. The department in charge of renting gave a cursory excuse of internal renovations but also added that queer women congregating for a sporting event goes against Korean traditional customs. With a mere track and field day censored a few months ago, it is skeptical whether the Pyeongchang Olympic Games can be honored as one that upheld peace and the values of human rights.
We often hear the Olympics Games called ‘festival of peace,’ probably referring to how the games garner much international interest and influence enough to enact temporary truce of wars. However, there are people deliberately excluded, censored, disqualified, and effaced from the planning stages of the games till the very moment of its execution. The 6th clause of Fundamental Principles of Olympism reads: “The enjoyment of the rights and freedoms set forth in this Olympic Charter shall be secured without discrimination of any kind, such as race, colour, sex, sexual orientation, language, religion, political or other opinion, national or social origin, property, birth or other status.” On the contrary, current day Olympism is precariously balancing itself on top of censorship, exclusion, violence, and discrimination, rather than bolstering a universal access to the right to participate and enjoy.
We want sports for all, from the Olympics to other international, national, and local sporting events, and to local track and field days. We want sports that won’t discriminate or exclude; that won’t condone destruction and violence for the sake of a sporting event; that any and everyone can enjoy. Human rights and sports are not far-fetched from one another. We hope that the Pyeongchang 2018 Olympic Winter Games can once again remind the universality of human rights and the equality inherent to sportspersonship.
