[입장문] 한국의 국가폭력을 기억하고 경험하는 #우리는홍콩의시민들과함께합니다

 

 

행성인은 홍콩 범죄인인도법 개정을 반대하는 민주주의 투쟁에 지지와 연대를 보냅니다. 더불어 시민행동을 폭력행위로 낙인찍고 외려 폭력적으로 진압하는 홍콩당국을 규탄합니다.     

 

홍콩의 시민행동을 보면서 몇년 전 한국에서 발의된 테러방지법 문제가 떠올랐습니다. 더불어 거리 위에 나온 시민들을 향해 최루액과 물대포를 쏘고 보수 정당과 언론들이 시민들을 폭동으로 묘사했던 것들이 오버랩되었습니다. 지금도 여전히 부당한 위계와 권력 구조에 저항하는 행동들은 계속됩니다. 하지만 혐오와 차별에 반대하는 변화의 행동에도 불구하고 국가의 태도가 크게 변하지 않은 현실을 우리는 목도하고 있습니다.

 

이미 우리는 중국의 인권탄압을 경험했는지 모릅니다. 몇 년 전 국내 성소수자 운동과 관계맺었던 중국 퀴어-페미니스트 활동가들이 서구의 지원을 받는다는 이유로 구금되고 생사여부를 확인할 수 없던 시간을 기억합니다. 자국의 인권활동가와 민주주의 운동가를 부당하게 탄압하고 처벌하는 중국의 폭력적인 국민 통제는 무엇보다 문제적입니다. 

 

지금 우리가 마주하는 유혈사태는 중국의 거대한 폭력과 압제의 예고에 필사적으로 저항하는 시민들의 요구를 홍콩정부가 폭도로 몰아세우며 경찰력을 동원해 부정하고 탄압하는 과정으로 인해 발생했습니다. 우리는 안전보장과 민주주의 수호를 위한 온당한 저항을 폭동으로 규정하며 폭력진압하는 홍콩정부를 규탄합니다. 홍콩정부는 당장 폭력진압을 멈추고 시민들의 준엄한 요구를 들어야 합니다. 어떤 이견과 정치적 표현도 허락치 않는 공포정치로 인권을 처참히 탄압하는 중국정부에 날선 비판을 해야합니다. 

 

변화의 흐름에는 논쟁과 긴장과 불화가 항상 발생해왔습니다. 시민을 폭도로 몰아넣는 홍콩정부와 인권을 폭력적으로 증발시키는 중국정부를 규탄하지만, 한편으로 '탄압하는 중국'의 대극에 '자유'와 '민주주의' 프레임을 선전하며 제국과 자본의 권력을 표백하는 서구 중심적 관점 역시 비판적으로 바라봐야 합니다. 

 

그럼에도 우리는 변화를 만들어가는 연대와 저항의 힘을 믿습니다. 연대는 상대의 언어에 귀기울이고 발걸음을 맞춰나가는 과정에서 시작하며, 그러한 과정 자체이기도 합니다. 하여 행성인은 국가의 통제와 폭력에 저항하는 시민들의 용기와 갈급에 지지와 연대를 표합니다.

 

‘집’을 지키고 변화시키고자 하는 시민들의 행동에 행성인도 함께하겠습니다.

[Statement] We are with Hong Kong.

 

<Solidarity for LGBT Human Rights in Korea> sends much support to the protesters in Hong Kong who are fighting to prevent the legislation of the Extradition Bill. And we condemn Hong Kong authorities’ framing of the civil protests as acts of violence, thus justifying the state and police brutality they have committed against their citizens. 

 

The current situation in Hong Kong uncannily matches what happened in South Korea back in 2016 when the Anti-terror law was passed despite a nine-day filibuster in the Korean National Assembly. The two bills are similar not only in their intent, that they justify the government’s surveillance of its citizens, but also in the public’s response to them. The legislation of these two bills both incurred much public outrage, which was met with state violence and biased media coverage. The police teargassed and water-cannoned the Korean citizens who occupied the streets in protest against the law, while the conservative politicians and the media framed them as violent mobs. Still to this day, the civil society in Korea is in constant struggle to call out and dismantle the unjust system. And still to this day, the Korean government and the society at large have shown lackluster efforts to respond to the prolonged requests to abolish the hate and discrimination that pervades the Korean society. 

 

Perhaps we have already witnessed the Chinese government’s attempt to infringe the human rights of its citizens. We remember how our fellow Chinese queer feminist activists were arrested on the accounts of supporting and promoting Western influences. We remember the days we spent wishing for their safety and freedom. The stringent surveillance and the violent measures the Chinese government employs to control its citizens, especially the human rights activists and the pro-democracy activists, are especially problematic and need to be called out. 

 

The bloodshed in the streets of Hong Kong we’ve witnessed in the past few days is a result of state and police brutality, committed by the Hong Kong authorities. In labeling the protestors as mobs and rioters, the Hong Kong authorities essentially justified the armed suppression of the unarmed protesters who took democracy to the streets, which must be condemned. Also, the politics of fear Chinese government employs to shush away the dissidents must be halted. 

 

Societal change has always been preceded by fierce opposition and turmoil. While we oppose the state-sanctioned brutality and framing of the protesters as a violent mob, we are also critical of the Eurocentric interpretation of the current situation in Hong Kong. At its core, the struggle is between the citizens of Hong Kong and Hong Kong authorities as well as mainland Chinese government, with the goal set on widening the breadth of what it means to be free in a hyper-controlled state. 

 

We need to listen to the protesters of Hong Kong and their requests to Hong Kong authorities and the Chinese government. As of now the bill has been indefinitely delayed, however that is not enough. Citizens of Hong Kong are requesting for the bill to be abolished, and <Solidarity for LGBT Human Rights in Korea> echoes the same sentiments. We are in solidarity with the brave citizens of Hong Kong who have taken to their streets to fight back against state surveillance and police brutality.
